The majority of these interviews was finished before Christmas 2003 (83 percent). The remaining interviews were completed until February 2004 with the notable exception of the three additional interviews conducted with experts of the new Spanish government3 in May 2004. This is a standard argument in the literature on judges and bureaucrats.
