The opportunities for the Bank to stimulate broader participation have been strengthened by its increased ability to engage in dialogue on a wide range of critical development issues. This strength, however, has on the whole been concentrated on the Bank's interactions with central governments and, in some countries, with state and provincial governments. The dialogue at the local level has generally been very limited and, when it has taken place, has been in the context of specific, mainly urban, projects.
