Delegates passed a series of resolutions and agreed to meet again a month later in Baltimore, where their first-ever protest targeted HUD secretary George Romney. A consensus emerged to create a national network of groups that would come together periodically to discuss the state of the nation's housing and would create a resource center to monitor housing and banking issues.

Finally, community groups sought more flexible policies that would allow nonprofit community development agencies to buy foreclosed properties at below-market prices and convert them into affordable housing. Andrew Cuomo, then HUD secretary, had the authority to implement policies to end or at least reduce FHA abuses. , so that he could hear groups' complaints firsthand. Previous HUD secretaries had accepted such invitations, but Cuomo declined this as well as several subsequent meeting requests.
